Weekly Highlights From The South Carolina Republican Party

January 24, 2002

Senate Committee OKs Ten Commandments Bill

The Senate Judiciary Committee approved a bill late Tuesday that would

require South Carolina public schools to set up a display that includes

the Ten Commandments, the Magna Carta, the Declaration of Independence

and the U.S. Constitution.

“We've taken an important first step toward improving character education in South Carolina schools,” said Sen. John Hawkins, who is sponsoring

the bill. “The legislation would reinforce the values of honesty and

integrity in public schools.”

In addition to requiring schools to set up a permanent display, the bill

would establish a “Respect for Law Day” on Sept. 17 in which students

would learn about the history, evolution and importance of the rule of

law in modern society. Sept. 17 is the anniversary of the ratification

of the U.S. Constitution.

Hawkins said his proposal would survive any constitutional challenge

because it would portray the Ten Commandments in its historical

perspective.

“They say you can't teach religion, but you can teach about religion,”

said Hawkins, R-Spartanburg. “It's impossible to teach about the history

of Western law unless you discuss the Ten Commandments.”

Hawkins said the bill passed committee despite unexpected opposition

from Democrats.

“I was under the impression that Governor Hodges supports using the Ten

Commandments as part of an overall character education effort,” Hawkins

said. “If he could lend his voice to this effort, I know this bill would

pass the full Senate with little difficulty.”

Americans Trust President, Republicans

An analysis of recent public opinion surveys shows that:

Americans believe war, recession and government overspending have caused

the federal budget deficit.

In an NBC News/Wall Street Journal Poll released this morning, 36% say

the war on terrorism is the biggest cause of the budget deficit, while

28% point to the recession.

A CNN/USA Today/Gallup Poll released last week shows that when asked

about the deficit, 40% blame government overspending, 30% the war, and

17% the recession. Only 9% say last year's tax cut is the main reason

for the deficit.

The President and Republicans are favored over Democrats to handle both

the economy and the budget.

“When it comes to dealing with the tough choices involved in the federal

budget, both in deciding how much Americans should pay in taxes and

funding needed federal programs,” the public favors President Bush's

approach over Congressional Democrats' - 50% to 38%

(CNN/USA Today/Gallup). 66% approve of the President's handling of the

economy (Bloomberg).

Americans trust Republicans over Democrats on the key issues of the

economy and the federal budget deficit by six points - 47% to 41%

(CNN/USA Today/Gallup).
